Wendy, it is a tram most certainly. Click on the photo and look at the large version…….
However this cannot be outside Embankment Underground Station as Charing Cross Station was not renamed as Embankment until the late 1970’s/ early 1980’s. The sign indicates the entrance to a subway around Westminster Bridge thus indicating that this is more than likely near Westminster Underground Station, located on The Victoria Embankment.
Definitely a tram Wendy.
